FIRE MARSHAL

Department: Ogden Fire Department

Division: Multiple Locations Fire

PAY: FIRE MARSHAL STEP PROGRESSION $99,286.20-$135,880.04 . Typically, hire at the minimum.

FLSA Status: Exempt, Sworn Fire, Full-Time, Eligible for Benefits.

GENERAL PURPOSE

This position supervises the activities and operations of a Fire Prevention Division, assists in the development and implementation of a comprehensive fire prevention and inspection program, and coordinates and participates in fire operations, prevention, emergency medical, and investigative activities. Receives general direction from the Fire Chief. Exercises direct supervision over assigned personnel.

Essential Job Functions

  • Schedule and coordinate the organization, staffing, and operational activities of the prevention division.
  • Assist in the development and implementation of comprehensive fire operations, prevention, and emergency medical service programs.
  • Seek out and attend continuing education.
  • Participate in the development and implementation of goals, objectives, policies, and priorities for assigned areas of responsibility.
  • Identify resource needs.
  • Recommend and implement policies and procedures.
  • Select, train, motivate, and evaluate assigned personnel.
  • Provide or coordinate staff training.
  • Work with employees to correct deficiencies.
  • Implement discipline and termination procedures.
  • Direct, coordinate, and review the work plan for assigned programs.
  • Meet with staff to identify and resolve problems.
  • Assign work activities and projects.
  • Monitor workflow; review and evaluate work methods and procedures.
  • Identify opportunities for improving service delivery methods and procedures.
  • Implement improvements.
  • Participate in the development and administration of the assigned program budget.
  • Forecast additional funds needed for staffing, equipment, materials, and supplies.
  • Direct the monitoring of and approve expenditures.
  • Recommend adjustments to the budget and expenditure as necessary.
  • Coordinate assigned activities with those of other divisions, outside agencies, and organizations.
  • Provide staff assistance to the Deputy Fire Chiefs.
  • Prepare and present staff reports and other necessary correspondence.
  • Attend and participate in professional group meetings.
  • Stay abreast of new trends and innovations in the field of fire prevention, operations, investigation, and emergency medical services.
  • Respond to major incident alarms.
  • Participate in conducting fire drills in various schools and industrial plants.
  • Inspect various facilities, including schools, hospitals, factories, and buildings, for purposes of pre-incident planning.
  • Evaluate existing fire safety conditions applicable to fire safety.
  • Recommend policies, procedures, and ordinance revisions as necessary.
  • Develop and implement procedural methods and practices for conducting pre-fire inspections by fire companies.
  • Schedule and coordinate pre-incident inspection activities for various new and renovation construction projects.
  • Prepare and present public information and education presentations on fire safety to various organizations, schools, and the public.
  • Issue notices of violation and citations.
  • Assist in the prosecution of violators.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Schedule and coordinate activities with those of other divisions and outside agencies and organizations.
  • Participate in fire investigations.
  • Determine the need for arson investigators.
  • Develop and maintain a variety of records and reports.
  • Facilitate specialized educational programs that discourage arson, eliminate fire hazards, and prevent injury.
  • Review and assess available education programs for fire and life safety.
  • Assumes primary responsibility for bureau training.
  • Participate in safety and risk management activities; take action to reduce liability to the city.
  • Attendance and punctuality are essential functions of this position. Employees are required to work as a team and frequently meet with co-workers and supervisors; employees are required to communicate in person with the public during office hours; and employees are required to use on-site equipment.
  • Performs other related duties as required/assigned.

Education And Experience Requirements

  • Eight years of full-time firefighter experience, with the current rank of Battalion Chief, Captain, and/or Deputy Fire Marshal.
  • Any combination of experience and education that would likely provide the required knowledge and abilities may be qualifying.

Special Requirements

  • Possession of, or ability to obtain, an appropriate, valid Utah driver's license.
  • ICC Inspector I Certified, ICC Inspector II within one year of appointment. Investigator I from UFRA. Obtain a Certified Fire & Explosion Investigator from NAFI within one year of appointment.
  • License or certificates: Utah State Advanced Emergency Medical Technician or Paramedic, Utah HazMat First Responder – Awareness and Operations, Utah/National Fire Protection (N.F.P.A.) Firefighter I and Firefighter II. Must have a valid Driver's License and a valid CPR certificate.
  • Employees will be required to complete NIMS IS100, IS200ICS300, ICS400, IS700, and IS800 within one year of hire.
